Why isn’t a scrum master given any real power or authority in the scrum guide?

In a traditional #projectmanagement environment, the #projectmanager carries a lot of authority and has the power to hire, fire, and pivot as they deem fit. A #scrummaster, by contrast, has no authority of power given to them, they need to earn those things the hard way.

Why is that? Why did the cocreators of #scrum decide that a #scrummaster needs to be more of an #agilecoach than a #projectmanager?
