There is no single Azure DevOps migration path. Some estates should go through Microsoft’s whole-collection data import. Some are better served by the open-source Azure DevOps Migration Tools. Some need a staged or custom migration because the estate has to be restructured as it moves.
Microsoft’s data import is the only byte-perfect path, and we test it first on every cloud move. Where an estate needs a tool-based migration instead, the move is replay-based: what that means for your specific data is measured in a pilot and agreed before work starts, never discovered afterwards.
